Install Updates

My S4 mini has been downloaded with updates which I need to install. I have been told that if I install them, my phone won't operate properly and some things will be missing. Is this true or will the updates just make it work better/easier some how? Or can I get rid of the download without installing?

Is it asking you if you want to install the updates it's loaded, or is it asking you if you want to install the updates and not mentioning that they've been downloaded?

Are we talking about Android updates or updates to apps?
