cant root. policy rejected permission. please help!!

cant seem to root my s4. i've done all the steps asked. but keeps getting the same error. tried on both win8 and win7. same results. during the process, it doesnt prompt me to install superuser.apk.
Please advice.

i noticed that my security settings has a lock on it and cant toggle "unknown sources". This mught be the problem. So how can I unlock security settings?
Please help.

Figured it out. Had to uninstall my Exchange email. doh!
