Can you underclock with a locked bootloader?

Most obvious sign will be crashes or force closings... If it get extreme enough you could have a full system crash resulting in having to flash the whole system to recover from, possibly even a brick.

Yes I know the risks. My cousin underclocked his Gs4 to half speed. Saves tons of battery. I must wondering if it's possible.

Not sure if it's possible.
The kernel would need to support it. If you need a custom kernel, you will not be able to flash it due to a locked bootloader.
You would need to use something like safestrap in a factory based ROM with a new kernel.
