I found this online. Now, I am not an expert on this stuff at all, but I am giving it a try.

Switch 2G / 4G / LTE
To change the band between 2G, 4G, and LTE, follow these steps:

From any Home screen, tap the Menu key.
Tap Settings.
Tap the Connections tab.
Tap More networks.
Tap Mobile networks.
Tap Network mode.
Tap one of the following desired band settings:

LTE / GSM / WCDMA (auto connect) (LTE setting)
GSM / WCDMA (auto connect)
GSM only (2G only setting)
WCDMA only

Then you will have to wait either for an application to be created and if its even possible to override a system level type permission like this with a 3rd party application or root and install a custom ROM that has a toggle for it.

Not to have my comment above taken the wrong way, but thank your carrier for eliminating that option.

Go to the Phone app. Open the keypad.

Dial #*#*4636*#*#

This is your testing settings. I don't advise to touch anything else on these settings, by the way.

Click on "Device Information"

Scroll down to a drop down menu that should say "LTE/GSM auto (PRL)" if you're using the AT&T or TMobile versions. Might be WCDMA/LTE for Sprint.

Select "GSM auto (PRL)" for just HSPA+ on TMobile or AT&T. Select "CDMA auto (PRL)" for just 3G on Sprint.

Hope that helps.

This was an issue back when the HTC Thunderbolt came out, it lacked the same thing and some kind developers created a quick on/off LTE switch for us. Pretty sad 2 years later its rearing its head on ATT with the same problem.
