Is there a app that allows you to use any app in multi window without rooting my phone?

Try multi window manager. I don't remember if it asked me for root.

    Multi window manager needs root.

Here is a link to a method to make almost any app multi window without rooting(need PC and apk file of original app)
[Tool] Add Multiwindow-option to almost every apk files - xda-developers

Here is a link to apps that have been already run through the process to add multi window, but I suggest doing it yourself because some the the apks are older versions.
    [APP] Multiwindow Apps - xda-developers

The disadvantage of this method is that you will not get updates for the app. If an update is available you will have to get the new apk and run it through the process again.

Apk. files can be retrieved by using an app backup application. Most apk. files can be gotten this way, but some apps can not be backed up.

The only bad thing about this feature and others like hover is that they don't work on most 3rd party programs. Wish they did.
