Does S Voice only work when connected to internet or 3/4g?

I am in the mountains, I have terrible signal that goes on and off.

I want to text message someone and say
"Text Message Jim"

I get a message "Connection not available" or some BS like that..
Do I really have to be connected to 4g in order for s voice to work for BASIC phone functions?

Also my other question is, when I say "Hi galaxy" my phone does nothing.. Only when I double tap the home button and THEN say Hi galaxy does S voice respond..
Whats going on?

This was one of my main reasons for getting this phone and its reliable 50% of the time.. : /

The voice recognition is processed by whoever on some server and not on your phone. Try Google now instead. Google's voice recognition can work offline now.

On my S3, S Voice only works when I have an Internet connection, so likely, yes.
