Battary Problem

dear Sir
i recently bought new Samsung Galaxy 4 (one month ago )
now when i put the battery in charge ,it doesn't work .this means that i spent all night in the electrical current ,it charged only 64 %
sometimes it charges
i don't know where is the problem ? in the charger ?or the socket ? or something else
i still have the guarantee

- Try a different charger

If neither one of those fix the problem then I'd return the phone for a replacement.

Can you check if your battery is a bit swelling, if it does then purchase a new battery or try availing the new battery by warranty program.

I would try a different charger and cord to start out with. If that doesn't help, it may be the battery or the USB port, in either case I would tell your carrier about it.
