Galaxy S4 problem

My friend has a galaxy S4 on T Mobile and every time she goes to the internet browser, it talks and says "loading started" and when it loaded, It said something like "page loaded". Is there any way I can get it to stop without turning the media volume all the way down? Please help my friend out! She finds it really annoying!

This should fix the problem.
Settings -> My Device -> Accessibility -> TalkBack (make sure it is turned off)
