text messages fail 90% of time even with perfect signal

My Samsung Galaxy S4 tends to refuse to send text messages!!! Even with perfect 4G signal. Text messages fail. I was wondering if someone can help me get to the bottom of this

Rebooting doesn't help? How about wiping the cache partition? Reset: Samsung Galaxy S 4 | T-Mobile Support

Do you otherwise have problems with voice calls?

nope. rebooting doesn't help.this is an ongoing problem and I shut down every night. power on in morning, charge overnight kind of thing. I try completely powering off the phone and restarting it. no difference

I wouldn't say mine fail 90% of the time, but for me they fail about 10% of the time. This has only been a problem over the past few weeks. Something weird going on . . .
