I am brand new to the android environment so cut me a little slack. I have been using a Verizon VX6700 (the original pocket pc) for 8 years but it is getting harder and harder to find parts, so it is time to move on. I recently purchased a Samsung Galaxy S4 and have what is hopefully a simple question: how do I control the date information and format that is displayed at the top of the "home" screen. Changing the time format from 12hr AM/PM to 24 hours was easy and worked. But changing the date format from the default to, say, year/month/day does not seem to do anything. In fact no change to the date format appears to do anything. So, how can I change the way the date is displayed at the top of the home screen?

Welcome to Android Central! Are you talking about the date in the clock widget? The clock widget that comes preinstalled isn't always that customizable. You can try installing a 3rd party clock widget that has more options. My favorite is DIGI Clock Widget.
