disabled stock apps keep updating

I just received a replacement S4 when I broke my screen. On my previous phone I had disabled a bunch of dumb stock apps such as Tripadvisor, Samsung watchon etc and I was never bothered by them. With the new phone, I uninstalled updates, stopped and disabled app. But every couple of days I get a bunch of popups asking me if I want Google to check for something or other that I have to decline about 4 times and then a bunch of little shopping bags show up in the bar at the top of the screen. When I pull down the drawer it says those apps were updated and I see that they are no longer disabled. This had happened 2 or 3 times in the past week. Very frustrating. I can't be bothered to root my phone how do I get this crap to stop bloating my phone? Is it because I disabled notifications too when I force stopped the app? Shouldn't it at least ask my permission before it does these updates?
