Galaxy S4 Brand New. Can't connect to WiFi, how can I get it working?

Galaxy S4 Brand New. Can't connect to WiFi

Set up works fine, however no sim at this time, also skipped Samsung & Dropbox set up. Connects to WiFi and allows Gmail during set up. However subsequent attempt to connect to WiFi gives dark green not the bright green. Unable to scan for available. Very frustrating on brand new phone.
