On my Verizon Samsung Galaxy S4 --- *#TESTMODE won't work, why?

I just bought a verizon samsung galaxy s4 off craigslist and i don't have an active verizon sim card but i do have a sim card. If i take the sim card out the phone wont turn on at all but if i leave it in i can't get past the setup wizard (it asks my language and when i press english it sits on the "activating..." screen and does nothing even when i let it sit for an hour. I tried the *#TESTMODE in the emergency dialer but it does nothing. I've tried a couple other number sequences I found digging through forums and nothing works. I just want to use the phone like a tablet with wifi but I can't get past that screen, anyone know how I can?

It sounds like a defective S4. You can try reflashing the ROM (see [Samsung] How to flash Stock ROM via ODIN), but if it's a hardware problem (and it can be), that won't fix it.
