Why does my Galaxy S4 only charge via PC?

Galaxy S4 would only charge via PC

So my S4 has this problem. It won't charge at all when connected with the power brick. Instead it acts strange. It would vibrate-pause-vibrate-pause-vibrate....... This would continue forever. I have tried the same power brick with other phone and it works fine. Same is the case for the cable. I also tried different cable and power brick but the problem remains.
However when connected via PC the phone charges normally. PC would even recognize phone and the data can be transferred normally.

Is there anyway that I can solve this problem? Is it a software issue or hardware?

P.S The battery that I am using is brand new and genuine.

Hard to say. The power brick shorts the data lines, telling the phone to draw more charging current. It could be hardware around the charging port (schematically - physically it could be anywhere) or firmware. It's not something that can be guessed at.
