What do you mean by it doesn't flash? If you go to settings > network > more > APN you'll be able to change it through there. There is no "flashing" involved
I believe the OP is saying an Error Message is "flashing" about no APN.
Check here: they have almost every APN setting needed, just look for your country and carrier on the drop down menu:
World Wide Mobile Phone Settings If you can't find it there, check with your carrier website support pages.
