Welcome to Android Central! Go to the App Manager, select those apps, and make sure notifications are turned on there. Also, does this only happen when the phone is idle/asleep? If so, see what happens if you turn off any power saving modes. And check the Settings>Data Usage menu to make sure Restrict Background Data isn't turned on.

In the Data Usage menu, also select those specific apps and see if they're individually set to restrict background data.

If they're not, then try wiping the cache partition, which won't erase any personal data: http://support.t-mobile.com/docs/DOC-5744
