The contact list of my Samsung Galaxy S4 stuck on Updating

Galaxy S4 samsung GT - i9505 Androïd 4.4.2 rooted

Here my problem:

The contact list of my phone is being stuck on "Updating" or "Unfortunately contacts has stopped".

So I have tried many things such as:

- rebooting
- clearing cache and data of Contacts in App information
- boot in safe mode
- wipe cache partition
- and eventually I have done an hard reset but it didn't solve this problem.

There may be a Sync problem as when I want to Sync I get the message "sync is currently experiencing problems."

So I have deleted and installed again my Google account but the sync problem is still there. (and on my account whatsapp it's written "Sync turned off" and I don't see a way to turn it on..
I have cleared cache and data for:

Google
google account manager
google calendar sync
google contact sync

I have pulled the battery for about 10mn and then back. It didn't change anything

I have reinstalled Whatsapp too (with the same phone number), but after entering my phone number Whatsapp asks for my name and become stuck at Reinitializing with the messages "Unable to connect" and "Whatsapp service is operating normally" when I press the Check status button. Turning Sync off ot pressing Sync all has no effect.

Please could you tell me what I should do to to solve this situation?

Welcome to Android Central! I recall that ICE contacts (In Case of Emergency) can sometimes mess up sync. If you have any ICE contacts entered, try deleting them temporarily.
