Is Samsung galaxy s5 Active waterproof in sea water (salt water) or it is just in fresh water?

Welcome to Android Central! It apparently carries not only an IP67 rating (which is for fresh water only), but also a MIL-STD-810G rating, which includes salt water. But it's worth pointing out that the water resistance is not a 100% foolproof guarantee. If there is any break in the integrity of the casing (from trauma, or from an open, loose, or faulty USB port cover), then water will get in and cause damage. And salt water will cause more damage than fresh.
