In Wifi Advanced option, is it better to leave it on as:
    -wifi on during sleep
    -wifi on when plugged in
    -never (to increases data usage)

I use WiFi during sleep, so my phone is always connected to WiFi even when not in use. That way I'll be able to still have apps update in background, push emails/notifications ect, without using my data.

leaving wifi on all the time wouldn't it drain battery?

Not while it's connected. When it's connected it uses less battery then data does. It only drains battery if it keeps trying to connect to networks. It's still not enough for me to bother turning off, so it's always on for me.
