high accuracy vs. privacy

Is there any way to tell who/what app tracks me when my location is set to high accuracy?

Google+ for sure if you have location sharing turned on. Other than that there is a list on that screen that uses your location data. High accuracy just means that your location will be pin pointed more exactly than for example Power Saving and GPS Only... it doesn't change which app uses it or not.
