Have you used all 16gigs on your phone as well?

I'm not certain about this answer but maybe you are supposed to download the app on the phone first and then transfer it to the SD card.

Go into Settings >> Applications >> Application Manager. Not all of the apps there can be moved to the SD card, but I found around 1GB worth on my phone that could. Pick an app and see if the "Move to SD card" button is enabled or not. If so, you can move it. I think there are also some apps that let you move stuff. Not sure if they can move additional apps or not though, but it's worth a try.
