Should be under the setting in the camera app.

Most likely you can't. Just like you can't silence the "click" when taking a picture. Depending on your carrier, the options to silence the camera have been removed to "protect the innocent". You aren't allowed to sneak pictures of people because of privacy concerns. That includes video. If you are rooted, you can find the sound file that your camera/video uses and rename it so the camera can't find it. Then it won't make a noise.

I'm on Verizon, and there is a setting called "Shutter Sound." It can be turned on or off.

Which is why I said "depending on your carrier". I'm on Bell in Canada and I don't have that option. I hate the shutter sound. No chance to snap a couple of quick "surprise shots" of my kids... they hear the click once and then stop what they're doing and look at me.
