    Does the unrooted Samsung Galaxy S5 with the stock (Lollipop) ROM have a CPU governor that changes the CPU clock frequency in accordance with the demand? Is there a way to change this governor? Thanks.

    Yes, the stock Samsung kernel does have both a governor and a scheduler which can only be altered if you root your phone.
