There is no native app for Windows for Google Play...

    Both are web accessible:

    https://play.google.com
    https://photos.google.com/

Windows 10 can run Windows Mobile Apps, but I don't know of ANY Windows OS that lets you run an Android app except debugger-emulators.

We used to have a desktop app for dealing with Google Photos -- Picasa. Unfortunately Google is killing off this app in March. Then there will be no Google solution to manage your photo library on the desktop. It will be "cloud only".

There is a Desktop Uploader for Photos but I don't think that's what you're looking for:

Replacing Picasa with the Desktop Uploader is like replacing Adobe Photoshop with Paint. For Windows 3.1. It's beyond a joke.
