I'm hoping this will be introduced when Android 6 is sposadly to be launched in Jan 2016. Which is probably a rumour at the moment because it hasn't been officially confirmed by Samsung and O2 which is my MNP.
Yes gs6edge+ uses only wifi when connected to wifi even if mobile data is enabled
