In Wifi Settings Click the Advance Menu and you should see 2 settings that affects this, the first one is "Always Allow scanning", turn that off, always, no need for that, and the other one depends on your needs, it's "Keep Wi-Fi on during sleep".

I'm not sure why Sam wants WiFi off whilst she's asleep as its a recipe for extra phone plan data use (unless WiFi is not available) and maybe airplane mode may be better, however

You can only set WiFi always scanning to scan always or only scan while WiFi is on

Keep WiFi on during sleep has 3 options Always/Only when plugged in/Never

Using never should used with caution to avoid additional charges on data

I also use smart swtich off to avoid data charges overnight in case of WiFi dropouts

That depends on your device variant, T-Mobile and ATT allow to turn that on or off, others and international variants just show the options you mention, so by selecting Allow scanning only when wifi on in this case is the same than turning off Always Allow scanning.
