I am looking for a solution to making, receiving calls and using data in the cheapest way possible during a week long trip to Ireland. My carrier is Verizon.

Usually newer Verizon phones ship unlocked, so using a different SIM shouldn't be an issue, just make sure that your specific phone supports the frequencies/bands from the Ireland carriers (and you should check which carriers are available in the areas you'll be in and if they have pre-paid SIM cards that you can buy; some carriers don't let you buy SIM cards right off the bat even for pre-paid plans and require you to have proof of residence). Another popular option are 'international SIMs' like the ones offered by OneSIMCard.
