I have a Galaxy S6, I would like to know the effect of the "clear data" function while i'm in the application manager. I'm trying to revoke a permission I gave to snapchat, and I wanted to know if clearing the snapchat app data is what would default everything. I'm hoping it won't clear my snapchat friends list.

Welcome to Android Central! Clear Data will clear out any user account information (like your username and login information, as well as any locally saved data). Apps that save all of your data to the cloud (like Facebook) won't be affected--all you need to do is log back into your account, and the data will resync.

Do you mean that you're trying to clear an app default? Go to the App Manager, select the app, and tap Clear Defaults.
