Is there a way to be notified when someone has read my message? Does this work on android or is it a carrier based thing? I know there is an option to let senders know when I have seen their message but I'm trying to figure out how to do it the other way around.

I don't think you can receive a read receipt via sms (text message). You'll need to use a service that sends the text message via data in order for you to know that the person has read the message. This will require them to also be using the same service. For example, Hangouts lets you know who has seen the message. Same goes for iMessage on Apple, which sends via the data network not cellular (by default).

I believe the stock Sms app offers the option to receive read notifications. Look into settings
