Delay when dialling

Hi there, I'm finding that when I dial a number in the stock dialler, there's a delay for anywhere up to 20-30 seconds before it will actually ring the number. I tap on the dial button, nothing happens. I tap several times and eventually it will dial. Does anyone know what could be causing this or help me diagnose it please?

Does this happen regardless of your cell signal strength?

No, seems to happen all the time regardless of signal strength
