This is Factory Reset Protection--it's meant to discourage thieves from swiping a phone and hard resetting it to make it their own. If you do a factory reset without first removing your Google (or Samsung) account, you have to enter that account information after the factory reset in order to get to the Setup Wizard.

Your usernames and passwords are extremely important, so in the future, consider writing them down on a piece of paper and keeping them secure at home, like in a safe. In the meantime, try these links:

I forgot my Samsung ID (email address) or password.

When you purchased the phone and set it up for the first time you had to input a email address and password so your phone would sync and use google play store.
Its that email and password you need to have. Telling us that your passwords are stored on your phone would have prevented you from setting it up in the first place, or at least setting up what you needed to be able to access google apps via the play store.

Do you not know your own email address and password?
