how to turn MTP file transfer on

I had to turn off MTP file transfer when I was trying to charge a dead phone at work a couple weeks ago with just a USB cable. Now hen I plug it in to the usb port on a computer it is now seen. I have done some searches and come up empty.

Any ideas?
