Why is there red marks on some photos when that area should be black?

On the black parts of photos my Samsung galaxy s7 edge there are sometimes red pixels that appear and disappear, it is prominently on the home screen when I unlock my phone they flash but disappear, however when I unlock the phone and use some apps these red marks dance around the black areas.

Welcome to the forum. Reading your title I was thinking you might have a problem with your photo viewer app, but then you say when you unlock the phone and use some apps, you also see these dots. From that it sounds like a hardware problem with your screen. If you restart the phone does that help, maybe for a period of time, or no help at all? Sorry, not much help at this point, lets see if you can give us some information?
