Volume Limiter Won't Turn Off

Hello, I've been having this issue with my Galaxy S7 on stock 8.0.0. When turning the media volume up I get prompted by the high volume warning as normal, but this happens even when the setting is turned off, or when I have my volume "limit" set to 100% of possible. I've searched but only found people who had their issue resolved by toggling the setting, nobody left scratching their head. This is an enormous annoyance for me as the thing barely holds charge at this point so is generally on the charger and I have mobility issues. If anyone could help me completely eliminate this warning I would be much appreciative. The phone is not rooted, I'm not against doing so if I need to and have experience, would just prefer to find a normal solution first.
