Notification LED doesn't flash when screen is on (Samsung Galaxy S7)

I just changed from an HTC One M9 to a Samsung Galaxy S7. My HTC would flash the notification light indefinitely any time I had an active notification (until I addressed it and cleared it). With the S7, if the screen is on, the LED doesn't light up, which is a problem if I am in full-screen mode and the notification bar isn't showing. If I missed the initial notification, I am out of luck until I exit the full-screen mode.

Is there any way (a setting or an app) that I can get the LED to come on when the screen is on? (This would also be helpful because I often charge the phone when it's on, and I would like the light to inform me when it's fully charged.)

Not from stock settings. Not sure if LED-modification apps like Lightflow would do that, though.

I didn't find any joy with Light Manager, and what I read of Light Flow was the same.
