Can't add contacts to ICE group in Contacts on Android 6.0.1

I have a Galaxy S7. It is connected to Verizon.
I had trouble with contacts since I had a Windows Phone before and had to do a lot of "fixing" to get my contacts back to where they should be. Now, google contacts on the web are perfect and I can see all of my contacts on my phone.
I have done some adding of contacts by import and from Skype for Business.
Then I had to delete everything and add things back.
Now my phone has everything I wanted under My Contacts.
I try to go to the ICE group and add the contacts I need, but I only see a few of the contacts I have listed(47/166). It is as if things stopped updating for the list of acceptable ICE contacts or something. Is there a special format for ICE numbers?

How do I get all of my contacts to be listed to add to the ICE group?

Welcome to Android Central! Do you have an ICE group in your Google Contacts, or has that always been separate from Google? If they're separate, do you know if you've synced contacts anywhere else, like Verizon Cloud?
