Photos Has Stopped

I haven't found a fix for this yet.

My wife's GS 7 (AT&T) has the issue where she cannot use Google Photo's, every time she tries she gets the error "Photos has stopped". I have uninstalled Photos, and Google +, cleared cache, and even don't a factory reset but the error is still there.

Any thoughts?

Turn off Phone. Hold power button + Volume up + Home button. Do clear Cache and then factory reset.
