Is this from Samsung? Unlikely. So where,?

In Google Play Store I miss or wish that the "Installed" would add recent install, installed by date - so I can see what to back out uninstall and nit have to write it down. I don't see that being done, or hard to include, but very useful. More so that last updated or last used is.

Seems like it could be phishing get the user to trust and offer personal details, even confirm phone number.

No sign if this on Note 8 7.1.1

That's in your notification panel? If so, long-press it, then tap App Info to find out which app is serving that up to you.

You're on Oreo beta, what version of Nougat did you start with? Carrier unlocked? If so, there is a built in spam blocker from Samsung called Smartcall. Carrier versions have it disabled by the carrier so they can sell their own services. In the US. Not sure where you're located.

Yeah it's the built in Samsung spam call blocker. Not sure why you're getting a pop-up
