Ring block is done on the phone, voicemail blocking has to be done by the carrier, since that's where voicemails are left - their voicemail server.
This is why I'm thinking of switching to a Google pixel phone next time maybe it will have better software ??
As mustang said, Pixels work the same way - it's how the telephone system works, You can ask your carrier to block a number - they you'll get nothing from them. (And Pixels don't have a "family management" thing - that's Samsung, not Android.)
