How can I get the S9 contacts app to use Hangouts to place calls?

I do all of my calling using Hangouts dialer app using data or Wi-Fi. My phone has just data plan and it cost me quite a bit of money every time I accidentally make a call using the cellular service.
So here is my question: how can I get the Samsung contacts app to place calls using the Hangouts app when I press a phone number?
