    I would just like to ask that in situations were there is no Internet connection and in case there is a major issue with the phone, can there be a way to restore the Galaxy S9 to factory settings without having to connect to the Internet?

    Does the S9 require to be activated in order for it to continue the setup or restore process?

    Nope, you can do that entirely offline. If no internet connection is available, however, you won't be able to add any accounts or download any apps (which you can't do without a Google account anyway).

    No need for internet..
    if you use smart switch to back up contactss and files you want to keep..
    so that you don't have to sync from yr Google acct.

    use Samsung Smartswitch on your computer and your phone.
    Back everything up to your laptop.

    Then you can do a restore.

    If you have a problem.
    Go to best Buy and they will do it for you for like 10.00.
    You can ask them.

    Do not need to backup my contents from my phone.
    I only use like 3 apps and have few contacts. That's it.
    So I can download those apps again when Internet is accessible again.

    So during the setup process or restoring to factory settings, just to confirm, no Internet is required to activate the phone?

    As I remember when I first setup my phone for the very first time, the setup process did not allow me to continue the setup because the Check for Updates failed and would not allow me to continue the setup unless I went back to the Wi-Fi section to select an Internet connection.

    Nope, that doesn't sound right. No need for internet whatsoever, and update search IIRC happens AFTER setting it up (and if it doesn't, it would just detect no connection is present and skip that for later).

    During the past month, I must have reset, then set up, my phone at least a dozen times (at Google's request, to troubleshoot a problem). Including 3 "replacement" phones they sent me. I never allowed the setup to access the internet - no SIM, skipped wifi - to make sure that none of my apps was causing the problem. The setup worked every single time. (The problem wasn't with the setup, it was with the fingerprint scanner, so it had nothing to do with what you're asking.) After the setup was complete, I could even enable wifi, enter my Google account, and the phone would spend a lot of time syncing. (Just to see - I reflashed the ROM after that - but the synced apps worked.)

    This was during setup for the very first time after receiving the phone. Had no option to go to Settings and disable the Updates on Wi-Fi.

    So next time, is there a way to setup or restore the phone to factory settings by skipping the Check for Updates?

    I really don't know why that happened or if it tried over mobile data or what, but if it checks for updates during set up, not having a data connection should just tell you it couldn't do it and move on.

    Many of us have done factory resets (like Rukbat mentioned, he's done it multiple times recently) without WiFi or even a SIM card. Heck, when you trade it in they set it up in front of you within a few minutes just to check it works! They just skip every prompt for an account and actual set up.
