Display Screen seems to breathe

I am reading my emails and every 13 =14 seconds it's like it has a heartbeat & goes in and out 2 to 3 times. It doesn't blank out but it looks like it's breathing. In and out. How can I fix this ?

Do you have Adaptive Brightness on, and if so, are you moving through different levels of ambient light?

I don't know what I did, but now the flash on the Camera is taking it's place. It's not doing it on the screen.

Sorry, but what do you mean the camera flash is taking its place? Do you mean the camera LED flash is pulsing?

Check accessibility settings , maybe you triggered something there ? Or in developer settings.
