Why was this S3 i9300 rooted

As a newcomer to mobile phones, I just inherited an S3 i9300 bought in Scotland, which I'm told was rooted by someone, in order to enable it to work in France with a French SIM card. This does not make sense to me, as it seems to me that it would have sufficed to unsimlock it, supposing that it was locked.

The phone does not appear actually to be rooted, because if I install Titanium backup on it, it complains that it does not have root access.

However, the App "SuperSu" is installed in it, as well as a custom recovery, which is a Chinese version of ClockworkMod Recovery!

I'm just wondering if anyone has any ideas as to what might have actually been done to this phone and why.
