how do I use docomo galaxy tab 2 for normal calls and sms

I have a docomo samsung galaxy tab 2, 10.1" and am unable to use it for normal calls or sms. It doesnt have the phone app

Welcome to Android Central! Most LTE-enabled tablets don't have telephony (i.e., you can't make normal voice calls on them), although I think there might be a few in Europe that do. You could use Hangouts Dialer to make calls over mobile data or wi-fi.
