Not the WIFI version.
I believe the versions from Phone providers does, at least my old Samsung tab from Sprint did.

I use Tablet Talk on my Tab 3 8.0
It syncs to my phone over Bluetooth. I can receive and send from my tablet using this.

No, Tablet Talk is actually using your phone to receive and send the messages, so you would back them up on the phone.
If you are looking for a stand alone Messaging app, you can use Hangouts from Google, or Chat On from Samsung.

The problem with Hangouts, Chat On, and all the other stand alone apps for the tablet, are that your friends need to have the same app on their phones/tablets

Decided to us AT&T.messaging as it is available on the Tab 3.0 as well as my S5. Does everything I need it to do. Does backup and can sync both the S5 and Tab 3.0
