    My Samsung galaxy tab-3 suddenly turned on by itself when it was charging. Then the screen kept on flashing blue, and it would stop when I pressed the power off button. I unplugged it and left it for several minutes. When i checked on it again, it went back to normal, except the background has changed to the same blue it was flashing, and i can't get rid of the "device is fully charged" notification, even when the device is not charged. However, my lock screen background remained.

    No, wiping the cache is safe, and doesn't erase any personal data. Cached data is not critical to the app or system--it's all temporary.
