    For data, anything up to about 10 feet (USB is specified to 10 feet - it may work if the cable is longer, but there's no guarantee). For charging, the longer the cable, the thicker the wire has to be for the same charging speed, but if the wire is thick enough you can use a 5 mile long charging cable. Most of the cables you can buy at dollar stores use such thin wire that even 18" cables are really too long for charging. OEM (manufacturer's) cables are normally the right thickness and the right length for proper charging.
