I had to go to factory reset with my Galaxy 8.9 tablet. I am in China and the initialization takes forever , probably because China blocks all google traffic. I had installed a VPN for this purpose but when doing the initial reset, VPN is not operating. Any advice how to go through reset here ?

Not sure if you have access to this or not, but you would need to connect your vpn with your router. that way your wifi network operates over the vpn. But, you may need special equipment to do this.

You might try this
Bypass activation on your Android device | Android Central
Then you could install the vpn and resume activation.
