It's not hype, just kind of oddly named. Last time I heard 'fast charger' was in the early 2000's with my Nokia. It's probably just a 2A charger, where most chargers that come with phones are 1A, and most that come with tablets are 2A, but a 2A charger will still work on a phone that usually gets a 1A charge, and it will charge faster. If you put the device into airplane mode, it will charge even faster yet.

2A is the way to go for fastest charge.The more amperage, the faster the charge.
