Screen Overlay problem

I was doing just fine and all of a sudden this screen overlay detected problem started happening on my tablet. I had the same thing happen on my Samsung Galaxy S7 phone and was able to fix it, but this time I tried everything and it still keeps popping up. I even at a last resort did a factory reset, and of course that didn't fix it. I had already deleted Clean Master as I had read all the posts about this, and I do have the developer option on and the Simulate Secondary display is set to off by default. I'm at my wits end now and don't know what to do. HELP
